asked the Secretary of State for Social Services what plans he has to implement the recommendations of the Pearson report on civil liability in cases of personal injury.

In November 1981 my right hon. Friend published a White Paper on the reform of the industrial injuries scheme (Cmnd. 8402) including proposals for the full offset of social security benefits against tort damages and for fundamental changes in the special hardship allowance, about both of which the Pearson commission were particularly concerned. The other recommendations of the commission which fall within my right hon. Friend's responsibilities are being kept under review, but in present economic circumstances we cannot implement recommendations which would increase public expenditure.
