Mr. Alfred Morris

asked the Prime Minister if she will be taking action with regard to the recommendation of the Commonwealth Secretariat that a national council for the disabled, with representatives of the Government, independent organisations and disabled people, should be set up in all Commonwealth countries; and if she will make a statement on the Secretariat's report.

Mr. J. K. Thompson's report for the Commonwealth Secretariat makes it clear (paragraph 252) that the report and his recommendation that a national council should be set up relatesto smaller and less developed countries".

It is not therefore applicable to the United Kingdom.
