asked Her Majesty's Government:

In the light of the judgment of the Court of Appeal upholding the appeal of the Cumberland County Council against the decision of the Secretary of State for Transport to grant a licence to Yeowarts Coaches (contrary to the recommendations of the Inquiry Inspector who upheld the refusal of the traffic commissioners to grant a road service licence), what action the Secretary of State intends to take to avoid any similar happening in future.
