§ Mr. MellorOf the borstal and detention centre trainees received and tested during the academic year 1981–82, 4,990 were found to have a reading age of less than 10 years. In the week ending 16 October 1981, the latest period for which figures are available, 2,134 borstal and detention centre trainees were attending remedial education classes for literacy and numeracy.
