asked Her Majesty's Government:

Whether, in view of Lord Trefgarne's recent statement that no health warnings are to appear on pipe tobaccos, fiscal arrangements will be made in the next Budget to reduce taxation on these products thereby encouraging people to switch to them in preference to other forms of smoking.

Health considerations are one of the many factors that are taken into account when the Budget is drawn up. However, I cannot anticipate the Chancellor of the Exchequer's Budget Statement.
