§ Mr. Craigenasked the Secretary of State for Scotland if he will make a statement on the funding either by the urban aid programme or housing corporation funds of consolidation costs for housing developments, including housing rehabilitation projects, where areas are adversely affected by mineral underworkings, and development is otherwise impossible.
§ Mr. Allan StewartConsolidation costs are one of the matters that should be included in the investment appraisal carried out by the bodies responsible for building and/or funding a housing development. The district council and the Housing Corporation both have powers to assist in certain circumstances and I do not consider that urban programme assistance would be appropriate.
