How much money is to be spent on the New Technical Vocational Initiative in the years 1983–84, 1984–85, 1985–86 and 1986–87, the years beginning in September in each case; how much this will amount to per student; and how many students will be involved in each of the years mentioned above.
Earl Ferrers: It is too early to say. Local education authorities have only just been invited to submit formal proposals for projects to be funded under the scheme, including their proposals for financial arrangements. Only when the 10 projects have been selected on the basis of these submissions will it be possible to make an estimate of the amount of money to be spent under the scheme in the years mentioned, and the cost per student. The number of young people under the scheme over those years will also depend on the precise nature of projects selected; but it is anticipated that each of the 10 projects in the pilot scheme might eventually cover some 1,000 young people over the whole 14–18 age range.

Whether the Manpower Services Commission will provide all the funding for the New Technical Vocational Initiative.
Earl Ferrers: The Manpower Services Commission will be providing resources to defray the additional expenditure local education authorities will incur in educating young people under the scheme. It will be for those authorities submitting proposals to say how much of such additional expenditure they are seeking from the commission. Local education authorities will be encouraged to take advantage of any other resources, for example, from local industry, which might be available.
