§ Mr. OnslowAs paragraph 60 of the Franks review (Cmnd. 8787) demonstrates, Argentina had been prepared for some years to discuss a possible agreement which would include economic co-operation. This remained the position when Mr. Ure visited Argentina in 1981, as was confirmed in the range of conversations he had there.
