Mr. Arthur Lewis

asked the Secretary of State for the Home Department if he will call for a report from the Commissioner of Police of the Metropolis on the disturbances and looting that took place in Stoke Newington on Saturday 22 January; and if he will make a statement.

asked the Secretary of State for the Home Department if he will call for a report from the Commissioner of Police of the Metropolis concerning incidents of public disorder which occurred in Stoke Newington on Saturday 22 January 1983; if he will estimate the cost to public funds of these incidents; and if he will make a statement.

We understand from the Commissioner that on Saturday 22 January approximately 500 people demonstrated in Stoke Newington, following the death of Mr. Colin Roach at Stoke Newington police station on 12 January. The march and subsequent public meeting were orderly, but disturbances broke out as the meeting dispersed, when a large number of youths ran along the road towards the police station. Twenty-two people were arrested on various charges, including obstruction of the highway and the use of threatening behaviour, and three police officers were injured. The window of a grocer's shop was broken at this time; before the meeting, a youth had been arrested for causing criminal damage to the window of a jeweller's shop and inquiries into the theft of property from those premises are continuing. The Commissioner estimates the cost of overtime incurred in policing these events on 22 January at approximately £19,000.
