§ Mr. StanleyI am encouraged by the growing and now substantial involvement of local authorities, new towns 177W and housing associations in low-cost home-ownership schemes. From April 1979 to 30 September 1982 sales of dwellings involving local authorities, new towns and housing associations in England under building for sale, improvement for sale, homesteading and shared ownership schemes had totalled 23,000. Some three-quarters of all local authorities in England have indicated that they intend to undertake one or more low-cost home ownership schemes in 1982–83.
