§ Mr. Arnoldasked the Secretary of State for the Environment if, in the course of his consideration of alternatives to the present domestic rating system, he has examined the powers and functions of metropolitan county councils and the Greater London council; and what conclusions he has reached.
§ Mr. Giles Shaw[pursuant to his reply, 25 January 1983, Vol. 35, c. 406]: The metropolitan counties and the GLC are responsible for about 12 per cent. of local government revenue expenditure. Any review of the domestic rating system and the alternatives to it, must lead to some consideration of the powers and functions of these authorities. I am not yet ready to announce conclusions.
