Friend listed in the "Rate Support Grant Report (England) 1984–85" the items of expenditure which he proposes to disregard for the calculation of grant holdback for 1984–85. These do not include the expenditure mentioned by my hon. Friend. 13ut my right hon. Friend will consider all representations before taking final decisions on the implementation of holdback for each year.
