§ Mr. Alexander FletcherAfter careful consideration of all the arguments, I have concluded that there is no urgent need for the additional protection which sections 16 and 17 of the Estate Agents Act would provide. I have therefore decided against immediate implementation of these sections, but I will keep the situation under review.
