Mr. John

asked the Secretary of State for Social Services if he will estimate the extra benefit expenditure that would have been incurred in respect of (a) short-term and (b) long-term national insurance benefits in each benefit year from 1980–81 to 1983–84 if the method of uprating child dependency additions that was used in 1979 had also been used (i) at the uprating of the start of the benefit year in question and (ii) at each uprating since 1979.

Dr. Boyson

[pursuant to his reply, 16 December 1983, c. 628]: There is no prescribed method of adjusting child dependency additions to take account of increases in the rate of child benefit, and the statutory provisions allow a wide degree of discretion. On the assumption that the approach used in 1979 had been followed consistently rather than that used in 1977–78, the estimated extra expenditure on national insurance benefits would have been as follows:

asked the Secretary of State for Wales (1) if he will publish details for hospital first admissions by sex, diagnostic group and health district expressed per hundred thousand of the population, in the latest year for which figures are available, expressed by numbers and rates per hundred thousand of the population;

(2) if he will publish in the Official Report the number of hospital readmissions by sex, diagnostic group and health district in the latest year for which figures are available, expressed per hundred thousand of the population;

(3) if he will publish details of hospital admissions by sex, source of referral and health district for the latest year for which figures are available, publishing the number of admissions and also their percentage distribution;

Information on the number of first admissions is given in the following table. Rates per 100,000 population may be derived from this table together with the age-specific population data contained in appendix (iii) of "Mental Health Statistics for Wales 1983", a copy of which is in the Library.

(4) if he will publish the numbers of admissions to individual hospitals in each health district in Wales by admission and first admission.

(2) if he will publish details of the readmissions by sex, age and health district to mental illness hospitals and units in Wales in the latest year for which figures are available, expressed by numbers and rates per hundred thousand of the population;

(3) if he will publish in the Official Report details of the readmissions by sex, age and diagnostic group to mental illness hospitals and units in Wales and by health district for the latest year for which figures are available;

(4) if he will publish in the Official Report the figures for the latest year available of all admissions by sex, age, diagnostic group and health district to mental illness hospitals and units in Wales, expressed numerically;

(5) if he will publish in the Official Report details of the first admissions by sex, age and diagnostic group to mental illness hospitals and units in Wales and by health district;

(6) if he will publish in the Official Report the numbers of discharges and deaths by sex, age and health district for the latest year for which figures are available;

(7) if he will publish in the Official Report the discharges and deaths by sex, duration of stay and health district numerically and as a percentage distribution for the latest year for which figures are available;

(8) if he will publish details of the admission by sex, age, area of treatment and county of residence for the latest year for which figures are available to mental illness hospitals and units in Wales;

(9) if he will publish in the Official Report the number of admissions to mental illness and mental handicap hospitals in Wales by legal status and by reasons for referral, specifying where users are detained and under which section of the Mental Health Act they are so detained.
