asked the Secretary of State for Wales if he will review the manner in which funds are being used under the vanguard scheme in Wales, to ensure the local authorities are not using this money to undertake their normal statutory obligations which existed prior to the vanguard scheme, but rather are using the funds to undertake new and additional activity related to the needs of mentally handicapped people.

It has been made clear to local and health authorities that the funds for the mental handicap strategy, whether for vanguard areas or otherwise, are additional to the present level of expenditure on services for mentally handicapped people and their families. The specific grant arrangements will ensure that strategy funds will be used solely for approved developments.
