asked the Secretary of State for the Environment if he will state, in respect of the 30 non-metropolitan counties with the highest 1984-85 expenditure guidance figures in the rate support grant statement, the recommended level of expenditure per head of population in each case.

asked the Secretary of State for the Environment what information he has as to in which Organisation for Economic Co-operation and Development countries the total revenue expenditure for each individual local or municipal authority is subject to direct control by central Government.

Mr. Dobson

asked the Secretary of State for the Environment if he will publish the actual annual expenditure in real terms in 1978–79 and since by each inner London borough, service by service and in total and show in percentage terms each increase or decrease in spending at constant prices.

Mr. Waldegrave

I will place in the Library during the recess a copy of tables showing the available information. This includes, for each inner London borough, expenditure per head on each broad service in 1981–82 and 1983–84, and a comparison between these expenditures in the two years. Broad estimates of change in real terms can be obtained by comparison with measures of inflation between the two years which are also included. Detailed figures of service expenditure in years as early as 1978–79 are thought to be less reliable than those for 1981–82.
