§ Mr. Rookerasked the Secretary of State for the Environment (1) if local authority councillors are consulted formally regarding applications made under inner city partnership arrangements;
(2) if he will arrange for the minutes of meetings of inner city partnership committees relating to discussions of applications to be made publicly available.
§ Sir George YoungUnder inner city partnership arrangments, local authorities are responsible for drawing up annual programmes of proposed expenditure. Their arrangements for doing so differ from place to place, but they all involve consultation with the private sector and the voluntary sector as well as the committees of the council. These programmes are submmitted to the Minister who is the chairman of the partnership, who approved them following discussion with the members of the partnership committee. The minutes of partnership committee meetings are circulated to the members of the committee; minutes of meetings arranged by the local authorities are a matter of the local authority concerned.
