§ Mr. MacGregorI refer my hon. Friend to the reply my right hon. Friend gave to the hon. Member for Newham, South (Mr. Spearing) on 24 October and to the reply I gave to my hon. Friend the Member for Southend, East (Mr. Taylor) on 31 October. The maximum delay in payment would be from the time the advance payments were suspended until the resumption of advance payments although in many cases recipients of aid will have received payment before then under the normal arrangements for making payments other than in advance.
