asked Her Majesty's Government:

Whether they are aware that in the opinion of the Royal Society of Arts it is possible to teach oneself typing; and whether they will now amend Circular Instruction 5/1976 so that prisoners can have machines in their cells for this purpose.

Circular Instruction 5/1976 does not deal with tuition in typing, which is provided in evening classes in a number of prison service establishments in England and Wales, normally in prison education centres and under qualified teachers. It is open to governors to make alternative arrangements in the light of particular circumstances and subject to overriding considerations of security. We will consider the possible need for further guidance to governors on these issues.
