§ Mr. ButcherMy hon. Friend the Minister for Information Technology made a statement on 17 November outlining the progress we have already made to introduce competiton into the telecommunications market and the steps we propose to take over the remainder of the decade. In the two years since the British Telecommunications Act became law there has been significant progress towards the introduction of competiton. The early enactment of the Telecommunications Bill will greatly assist us to ensure that market forces bring benefits to as many users of telecommunications as possible.
