§ Mr. Richard LuceThe Stockholm conference, like other meetings within the CSCE process, is a confidential inter-Governmental negotiation in which there is no formal role for non-governmental organisations. It is, of course, open to any non-governmental organisations to bring their views to the attention of Governments.
