Mr. Boyes

asked the Secretary of State for Foreign and Commonwealth Affairs (1) what are the main items on the agenda for the Stockholm conference on security and cooperation in Europe;

(2) in view of the lack of progress at the Vienna mutual and balanced force reduction talks, whether new proposals for agreement on non-nuclear arms reductions will be considered at Stockholm;

(3) what proposals in relation to confidence building, security and disarmament in Europe Her Majesty's Government propose to table at the Stockholm conference.

asked the Secretary of State for Foreign and Commonwealth Affairs what opportunities there are for non-governmental organisations to submit proposals for consideration by the Stockholm conference.

Mr. Richard Luce

The Stockholm conference, like other meetings within the CSCE process, is a confidential inter-Governmental negotiation in which there is no formal role for non-governmental organisations. It is, of course, open to any non-governmental organisations to bring their views to the attention of Governments.
