§ Mr. Kenneth ClarkeThe manpower targets settled with regional health authorities made no distinction of this kind. Each authority has been set one global target for all staff. Decisions on the distribution of the targets between staff groups will be taken by individual health authorities in the light of their judgment of where more efficient use of manpower can be made in their own authority.
