Mr. Deakins

asked the Secretary of State for the Environment what has been the amount of rate support grant for the London borough of Waltham Forest in each year from 1978–79 to 1983–84.

The rate support grant arrangements changed in 1981–82, and the figures for earlier years are not comparable with those for 1981–82 onwards.

The 1978–79, 1979–80 and 1980–81 figures comprise needs, resources and domestic elements; those for 1978–79 and 1979–80 are final entitlements and that for 1980–81 covers payments made to date; all are revalued to 1981–82 settlement prices. The figures for 1981–82 onwards comprise block grant, after holdback, and domestic rate relief grant and are in cash terms.

The 1981–82 figure includes grant paid in respect of the GLC and the Metropolitan police. The 1982–83 figure includes grant paid in respect of the Metropolitan police, but excludes grant paid in respect of the GLC which was paid direct.

The difference of £0.41 million between the figure given above for 1982–83 and that given to the hon. Member on 14 November— [Vol. 48, c. 308–309]—reflects the recent conclusive calculation of domestic rate relief grant for that year. The minor difference in the 1983–84 figures results from a recent recalculation of block grant entitlement.
