§ Mr. Wigleyasked the Secretary of State for Wales if he will publish a table showing his original capital allocation cash limit for local authorities in Wales for 1983–84 and the revised figures following the distribution 373W of the additional £50 million referred to in his Department's letter of 2 December to council leaders in Wales.
§ Mr. Nicholas EdwardsThe initial cash limit for local authority capital spending in Wales for 1983–84 was £255 million and this has been increased to £305 million. No decisions on the distribution of this additional provision between services have yet been taken.
§ Mr. Wigleyasked the Secretary of State for Wales what consultation he has had with bodies representing local authorities in Wales before he imposed on them the capital expenditure moratorium contained in his Department's letter of 2 December to council leaders throughout Wales.
§ Mr. Nicholas EdwardsAlthough there is no legal requirement for the local authority associations to be consulted about capital expenditure matters, the joint working party on local authority capital expenditure, which includes representatives of both the Welsh counties committee and the committee of Welsh district councils has been kept fully informed at their meetings of the prospective overspend and possible remedial measures. My letter to council leaders on 2 December reflected the vieweon certain technical issues of the local authority representatives on the joint working party.
