§ Mr. Giles ShawThe report was commissioned as one component of the confidential advice prepared for Ministers on the structure of the bulk supply tariff and includes information of a commercially confidential nature. I do not therefore propose to make it public. It has been taken into account in decisions taken since its completion in July 1982.
