§ Mr. DunnIt is local education authorities who meet the costs of employing school teachers within the maintained sector. Salary arrangements are determined by the Burnham committee: under the present arrangements starting salaries reflect qualifications and previous experience. In 1982–83, the last year for which information is available, the average cost of employing a new entrant teacher was about £7,800, inclusive of national insurance and employer's superannuation contributions.
