§ Mr. WaldegraveThe Yorkshire water authority employed 5,422 staff in its first month—April 1974—6,154 by the end of its first year and 6,163 staff in September 1983. The proportion of non-manual staff was 35 per cent. in March 1975 and 49 per cent. in September 1983.
