§ Sir Geoffrey HoweAs agreed at Madrid, the conference on confidence and security building measures and disarmament in Europe will open in Stockholm on 17 January 1984. The first stage is confined to confidence and security building measures. With our allies, we are currently preparing a number of measures to table at the conference.
