§ Mr. RifkindThe United Kingdom continues to press for the creation of a genuine Common Market in goods and services. We have emphasised the need to abolish non-tariff barriers to simplify customs formalities, to liberalise transport services and to promote a genuinely liberal regime for non-life insurance. Work on these issues, many of which require no additional expenditure, will continue in the relevant specialist Councils.
