§ Mr. Giles ShawThe question what constitutes a significant departure from the initial development plan is for the local planning authority to determine. In this case, as the GLC owns the site it was able, by virtue of the Town and Country Planning General Regulations 1976, to deem itself both outline and detailed planning permissions to build the solid waste transfer station. There was no reason for my right hon. Friend to intervene and call in the applications for his own determination.
