§ Mr. RaisonIn 1981, 36 per cent. of our gross official development assistance was untied. A further 14 per cent. was partly tied: most of this was accounted for by our 201W contribution of £158 million to European Community aid programmes under which procurement is tied to Community member states and to beneficiaries of the particular programmes.
