§ 49. Mr. Viggersasked the Minister for the Civil Service whether he has been able to introduce any specific improvements in management and efficiency in the Civil Service.

Specific improvements include once and for all savings of £29 million and savings worth £170 million a year from decisions on Rayner scrutinies and reviews; abolishing 3,600 different forms; making managers more responsible for their costs; and introducing succession plans for key management jobs.
More improvements are in hand, particularly the implementation of the financial management initiative and further efficiency work and changes in personnel management.
