§ Mr. RossiYes. The mentally handicapped can qualify for a range of benefits under the normal rules. In addition, from November this year mentally handicapped people who are discharged from long-stay hospital care into the community will benefit from our proposed extension of entitlement to the long-term rate of supplementary benefit to people who have received a long-term incapacity benefit for a year.
