§ Mr. Bruce-Gardyne[pursuant to his reply, 11 April 1983, c. 333]: Customs facilities are provided at ports and airports to meet established trade needs provided that official manpower can be efficiently and economically employed. Ad hoc facilities at aerodromes are also allowed exceptionally on humanitarian or national interest grounds.
