HC Deb 28 October 1982 vol 29 c561W
Mr. Arthur Lewis

asked the Secretary of State for the Environment whether he will introduce amending legislation to strengthen the right of residents to obtain prosecutions through the local authorities to prevent the nuisance being caused to them by persons who prevent their sleep by using tape recorders, music centres, and so on, at late night parties, with excess of noise.

Mr. Giles Shaw

I sympathise with anyone suffering loss of sleep from noise nuisance, but having reviewed the legislation, I consider that the existing powers that enable residents as well as the local authorities to take action in the courts to deal with late night party noise cannot usefully be extended. The use of these powers is described in DOE's "Bothered By Noise" free booklet. Copies are available in the Library.
