Mr. David Steel

asked the Secretary of State for Scotland why a reduction of 40 per cent. in rating value has not been granted for static caravans used solely by the owner in Scotland, in view of this reduction having been granted for caravans used solely by the owner in England; and if he will make a statement.

Mr. Younger

Scottish assessors use a method of valuing caravans different from that used in England. They are answerable to the courts and I have no power to intervene. I shall write to the right hon. Member providing further information.

asked the Secretary of State for Scotland what has been the average rate payment for a static caravan in Scotland in each of the last three years.
