§ Mr. Peter Morrison[pursuant to his reply, 25 October 1982, c. 2411]:The first of the three objectives set out in the White Paper "A New Training Initiative: A Programme for Action" (Cmnd. 8455) is to enable young people entering employment at different ages and with different educational attainments to aquire agreed standards of skill appropriate to the jobs available.
