§ Mr. Wigleyasked the Secretary of State for Wales if, in view of the comments of the former chairman of the Welsh water authority, Dr. Haydon Rees, in the recently-published annual report of the authority, drawing attention to the need to change the basis of charging for water in such a way as to avoid the adverse impact on water rate payers in Wales, he has given any consideration to introducing new legislation.
