§ Mr. Geoffrey Finsberg:The essence of a voluntary agreement is that the parties to it are entitled to do all they can to abide by it. The question of sanctions does riot therefore properly arise; but if the hon. Member has any particular matter in mind perhaps he would like to let me know.
