asked the Secretary of State for the Environment if he will now allow local authorities which are unable to spend the full total of moneys allocated for approved capital projects in a given financial year, to carry the unspent remainder of those allocations over into the subsequent financial year.

The terms of the Local Government, Planning and Land Act 1980 require prescribed expenditure allocations to be made in respect of a specified financial year. But they also provide for authorities to augment their allocations by up to 10 per cent., either from resources unused in the previous year or by anticipation from the following year.
