§ Mr. Adam ButlerOne such inquiry has been held. It was undertaken by two independent Canadian experts Dr. P. F. Elson (Biologist) and Mr. A. L. W. Tuomi (Economist) who were appointed by the Foyle Fisheries Commission. Their report and recommendations to the Commission in 1975 were published in a document entitled "The Foyle Fisheries—New Basis for Rational Management".
