§ Mr. MellorSeveral hundred letters have been received on the subject of standing charges this year, many of which concern their impact on the bills of elderly consumers. The majority do not refer to disability or infirmity. Replies have reflected points raised by the correspondents, including where appropriate the availability of assistance with fuel bills from the Department of Health and Social Security and the measures announced in my reply to the hon.
