HC Deb 29 November 1982 vol 33 c45W
Mr. Foulkes

asked the Secretary of State for the Home Department if he will list the duties and responsibilities of the lieutenant governor in Jersey, Guernsey and the Isle of Man; and what is the procedure for maintaining communications with the Home Office.

Mr. Mayhew

The lieutenant governors are the representatives of Her Majesty in each island. They are also the official channel of communication between the United Kingdom and the island authorities. Their executive functions include the issue of passports, the control of immigration and the grant of naturalisation. The lieutenant governor of Jersey is a member of the States. The lieutenant governor of the Isle of Man presides over Tynwald and is the executive head of the island administration.

There is no special procedure for maintaining communications with the Home Office, which is conducted though the ordinary channels.
