HC Deb 29 November 1982 vol 33 cc9-15W
Mr. Ernie Ross

asked the Secretary of State for Scotland if he will now publish the following details for each school participating in the assisted places scheme (a) the number of places awarded for the 1982–83 school year and the number going to pupils currently attending a fee-paying school and (b) the number and percentage of places awarded for the 1981–82 school year to fee-paying pupils and the corresponding figures for new places in session 1982–83.

Mr. Alexander Fletcher

The following table gives the figures requested. Of the 1,418 assisted pupils in school year 1982–83, 482—34 per cent.—did not formerly attend a fee-paying school. The proportion for the new intake of pupils in autumn 1982 was 36 per cent. compared with 28 per cent. in the previous year. Because fee remission under the scheme is available to children already attending participating schools it is understandable that a minority of the pupils in the scheme at present came from public sector schools. However, as the statistics show, the proportion of pupils from public sector schools taking up assisted places has shown a welcome increase and I welcome the new opportunities that the scheme is providing for such pupils.

As I explained last year, the bulk of the pupils who previously attended fee-paying schools were already in receipt of fee remission made available by the grant-aided secondary schools themselves out of the block grant which is being phased out. This is readily apparent from the fact that in 1982–83, 701 pupils—49 per cent of those in the scheme—will be receiving full fee remission which means that their relevant family income was £5,275 or less. This compares with 43 per cent. in the previous year. A further 145 pupils—10 per cent. have family incomes between £5,276 and £6,000 per annum, and 174—12 per cent. —between £6,001 and £7,000. The aim of assisting less well-off families thus continues to be achieved.
