asked the Secretary of State for Transport whether the proposed construction and use regulations to permit the use of 38-tonne five-axle articulated vehicles will permit the use of tipper lorries of 38 tonnes gross weight; and, if so, whether it will permit them to be constructed up to 15.5 metres in length.

Yes. But most 38-tonne articulated tipper lorries will in fact be from 12 to 12.5 metres in length.
