§ Mr. John MooreIn July the National Coal Board submitted a new planning application to Melton borough council for determination by Leicestershire county council, for a mine at Asfordby. I understand that my right hon. Friend the Secretary of State for the Environment has directed Leicestershire county council not to grant planning permission without special authorisation, simply in order that he should have time to consider whether or not the application should be called in.
