§ Mr. Heseltine[pursuant to his reply, 10 November 1982, c. 194]: The most recent information (published in table 2.12 of "Housing and Construction Statistics", Part 2, No. 10) shows that in the second quarter of 1982 initial payments received by local authorities from the sale of dwellings were 47 per cent. of the capital value of sales, net of discount.
