asked the Secretary of State for the Environment if the following local authorities overspent the sums allotted to them for revenue expenditure over the past two years, and, if so, by how much in each case (a) St. Edmundsbury borough council, (b) Forest Heath district council, (c) Mid-Suffolk district council and (d) Suffolk county council.

The following table compares budgeted expenditure by these authorities with the expenditure targets set by the Government for 1981–82 and 1982–83. None of them is liable to block grant abatement in either year if they spend at or below budget, because they are budgeting to spend below their grant related expenditure assessment.
