§ Mr. BiffenIt is not possible to provide a comprehensive list of questions which I might exceptionally decline to answer. However, I would, for example, normally decline to answer any questions on the pay or allowances of individual Members or former Members, or the pay and conditions of individual members of the staff of the House. There has been no change in practice since 9 November 1979.
