Mr. Spearing

asked the Secretary of State for the Home Department if he has reached a conclusion concerning recommendations 7.2 and 7.3 of his chief inspector of fire services' report on the use of breathing apparatus in the London Fire Brigade, and in particular that there should be no stipulated minimum sets of breathing apparatus on an appliance when determining its operational availability.

This report was prepared at the request of the joint secretaries of the national joint council for local authority fire brigades in connection with a dispute in the referred to the governor for such consideration. In the particular case which I think my hon. Friend has in mind, it is regretted that the book and the letters in which the review was written were not referred to the governor. There was certainly no question of facilities being deliberately granted by the prison authorities for the book to be reviewed for publication.
